The processing of acquiring Russian citizenship for immigrants involves a three-step process. Step one is getting a temporal residence permit (TRP), also known as the RVP or РВП. This is just a stamp in your foreign passport that gives you the right to live and work in some regions in Russia. The next step is getting your permanent residence permit, known as the PR. After having your PR for 5 years of continuous stay in Russia, you can now apply for your Russian citizenship and, hence, your Russian passport.
Gettting a TRP
There are some requirements needed to legally be qualified for the temporary residence permit program. The requirements include:
- Being included in the annual quota system
- Passing exams in Russian language, history, and Russian legislation basics
Undergoing a medical examination at an authorized organization
Providing biometric data
Having no criminal record
However, there are some exceptions in the process of getting the TRP. If you’ve been married to a Russian citizen for at least three years, you can bypass the quota system and apply directly for your TRP. Another exception is if you come from a country that falls under the Traditional Values Decree, you will apply directly for your TRP, bypassing the language exams or quota restrictions.

Gettting a Resident Permit
The second stage is obtaining a residence permit, known as VNZh or ВНЖ. You literally have to wait 8 months after getting your TRP to apply for your PR. The resident permit itself comes with some great benefits, including living and working freely in any region in Russia, crossing the Russian borders without a visa, and access to free medical care. However, you can be eligible for the resident permit without having the TRP if you fall under the following segment:

If your qualification is based on marriage to a Russian citizen, you need to be married for at least 3 years, holding your resident permit and abiding by the eligibility rules to be able to apply for citizenship.
Simplified Citizenship for Specific Categories
Under Presidential Decree No. 11 (January 2024), certain groups qualify for simplified citizenship procedures without meeting standard residency and language requirements
Ukrainian citizens: Those who were born and permanently resided in Crimea or Sevastopol before March 18, 2014, and their family members
Ukrainian citizens with legal status in Russia: Those with a residence permit, temporary residence, refugee status, or temporary asylum who permanently lived in Ukraine
Victims of deportation: Individuals (or their descendants) who were illegally deported from the Crimean ASSR
